Embarcadero Systems Corp. Poised to Meet Lowenthal Bill with Premier Appointment System (PAS)

ALAMEDA, CA - February 27, 2003 - Embarcadero Systems Corporation (ESC) announced today that it is well underway on developing and testing an appointment system to meet Assemblyman Alan Lowenthal's recently passed California Law (Assembly Bill 2650) to reduce diesel emissions at ports by limiting idling time for trucks conducting transaction at California Ports.

"ESC truly understands the importance of efficient traffic management" said Scott Skillman, President of Embarcadero Systems. He continues,"Our web-based terminal operating systems currently support many West Coast ports and terminal operations. In fact, our systems handle over 30 percent of total container freight coming into and out of West Coast ports. Our business is based on moving freight efficiently and that includes keeping trucking queues short and decreasing the total time truckers need to spend at the marine terminal. ESC's newest VoyagerTrack software, release 5.0, will include the Premier Appointment System, ESC's solution to this important bill.

VoyagerTrack is a leading-edge information system used by truckers, consignees, agencies, brokers, ports, or forwarders to monitor and inquire about containers, cargo status, and related customs, USDA, and terminal operations needs. VoyagerTrack is completely web-based and offers the ability for trucking companies to make appointments on-line as well as through ESC's sophisticated Integrated Voice Recognition (IVR) system.

Steven Lautsch, ESC's Senior Vice President of Commercial Operations added, "ESC's VoyagerTrack release will be ready and tested well before the mandated July 1 deadline for terminal operators.
