Embarcadero Systems Corp. Commissions Security Projects at TTI in Long Beach and STS in Los Angeles

ALAMEDA, CA - September 12, 2005 - Embarcadero Systems Corp. (ESC), a leader in innovative technology and security solutions for the global maritime and intermodal transportation industry, has announced the commissioning of security projects at two mega-terminals in the Los Angeles/Long Beach harbor complex, Total Terminals International (TTI) and Seaside Transportation Services (STS).

The LA/Long Beach harbor complex is the busiest in the United States, processing 43 percent of the nation's imported cargo. TTI and STS faced challenges resulting from the current security environment. These challenges had to be met without impeding the terminal cargo throughput and required a comprehensive financing plan. Each needed to comply with multiple Department of Homeland Security programs, understand their terminals' unique vulnerabilities, and create a technical environment that addressed those security needs. In order to accomplish this, the terminals needed to create a comprehensive strategy and operation plan.

ESC evaluated the terminals' security needs and presented a compelling case that enabled the terminals to obtain TSA grant monies in excess of double that of their industry peers. ESC coordinated the grant funding process and managed the systems implementation process, thus ensuring the projects achieved maximum effectiveness and minimal impact on operations.

Total Terminals' head security officer spoke about the project's implementation.

"ESC ensured that we considered input from other functional teams in our plan," Steve Ruggiero, facility security officer for TTI in Long Beach, said. "Because of their extensive systems integration background, we were able to develop an adaptable implementation plan and IT-based security platform. This lowers my cost of change that is inevitable as government programs evolve."

Dave Wear, terminal operations manager of STS in Los Angeles, commented on the benefits for their customers.

"The ESC plan and implementation aligned with our operations goals and allows us to effectively demonstrate appropriate levels of facility control both to our customers and to government regulators."

Concurrent with the commissioning of these two mega-terminals, ESC announced the launch of its Secure Trade Solutions Practice. The mission of this advisory practice is to ensure that ports and port facility operators accrue high-value business continuity benefits utilizing disciplined implementation of an effective security program that protects people, property, and assets.

ESC Director of Secure Trade Ed Schriger explained that the maritime industry faces a difficult challenge of navigating a complex and evolving set of security mandates while simultaneously trying to find ways to increase throughput as rising cargo volumes challenges already-constrained terminal capacity.

"Conventional wisdom says a shutdown is not a matter of 'if', but 'when' and 'for how long,'" Schriger advised. "ESC's strategic value to our clients is in guiding them to a readiness state where they can demonstrate that effective security controls are in place during all levels of security readiness, automate alerts and notifications and verify to government coordinators and industry stakeholders that business continuity is ensured."
